The alliance is open to members of the Organization of the Islamic Conference, the Association of Southeast Asian Nations, and other developing nations.

The GCSA is aiming to have an impact in six areas, according to the Malaysian Ministry of Science, Technology, and Innovation.

First, the GCSA is designed to boost cybersecurity within nations. Second, it is intended to expand cybersecurity law enforcement across borders.

Third, the alliance encourages the promotion of good practices, techniques, and methodologies in fighting cybercrime. Fourth, it is intended to promote cooperation in the area of digital forensics.

Fifth, the alliance seeks to enhance awareness and understanding of cybercrime at every level of society. And sixth, it functions as an early warning systems for nations to take collective action against cybercriminals.

GCSA has begun cooperating with other international cybersecurity organizations, such as the International Cyber Security Protection Alliance (ICSPA), which includes companies from Europe and North America. Backed by the UK government, the non-for-profit ICSPA brings together business, government, and law enforcement to combat the threat of cybercrime by supporting international law enforcement bodies.

As reported by Infosecurity, ICSPA channels funding, expertise, and assistance to law enforcement cybercrime units in both domestic and international markets.
